Samruk-Kazyna JSC to Have Summarized the Interim Results of the Work on Supporting Domestic Manufacturers

A briefing was held in Astana on the results of the work of the Fund to Support Domestic Commodity Producers (DCP) through procurement. 

Following the results of 2024, the Samruk-Kazyna Group companies concluded contracts worth over KZT1.1 trillion with domestic commodity producers, Nikolay Kazutin, Managing Director of the Fund, said at the briefing. 

“Contracts worth over KZT1.1 trillion were concluded with DCPs, including the supply of goods used as part of works and services. Compared to 2022, the volume of purchases from domestic producers has increased sevenfold,” he noted.

In January-May 2025, taking into account the procurement of goods in works with DCPs, contracts worth KZT433.3 billion have already been concluded. By the end of the year, growth of 25% is expected, he added.

 The Procurement Procedure provides for 16 separate measures to support DCPs, some of which are unique and have no analogues in otherregulated procurements. These include unconditional priority for DCPs, long-term off-take contracts, accelerated payment and prepayment for suppliers, and the inclusion of the DCP goods in the scope of works and services, Kazutin added.

Off-take contracts.

In 2024, 367 off-take contracts were concluded for a total of KZT191 billion, which is 10 times more than in 2023.

Off-take contracts are one of the key instruments of the procurement system of the Fund stimulating the launch of new production facilities and reducing dependence on imports.

This mechanism will enable:

  • the creation of more than 500 new jobs;
  • the attraction of over KZT150 billion in investments;
  • the localization of critically important commodity items.
Over the first five months of 2025, 148 off-take contracts worth KZT115 billion have already been signed. Currently, another 24 projects worth KZT97 billion are in progress. By the end of 2025, the figure is expected to reach KZT210 billion.
