Sovereign Wealth Fund «Samruk-Kazyna» JSC has begun transition to a new organizational structure, which was announced at the end of 2015.
On February 25, the Central Communications Services under the President of Kazakhstan held a briefing of «Samruk-Kazyna» JSC management, dedicated to the new personnel policy. The process of transition to a new organizational structure has started in «Samruk-Kazyna» in the beginning of 2016 and will last until the end of the first half.
«The optimization of the organizational structure has been carried out. We reduced the number of managerial staff from 16 to 9 people, and we are preparing to optimize the number of employees by more than 15%,» Managing Director of Human Resources Management - Member of the Management Board of «Samruk-Kazyna» JSC Ulan Tazhibayev told.
In general, he said that since the strengthening of qualification requirements the Fund’s staff renewed by 65% over the past two years. There are plans to upgrade for 22%. «Employees of the renewed Fund should be high-class professionals, with knowledge and experience in introducing international practices and standards. In addition, the critical criterion is the motivation for the implementation of complex, large-scale tasks of the country and international level,» U.Tazhibayev told.
With regard to finding candidates for executive positions, Managing Director said that the work is carried out in three areas: search for talent within the Fund’s group of companies, in Kazakhstan labor market and abroad. At the same time a prerequisite for attracting foreign experts is a transfer of their experience and knowledge to Kazakh specialists.
As part of the promotion of domestic specialists «Samruk-Kazyna» JSC is working with the «Bolashak» Association and «KazAlyans» organization, which brings together all of the Kazakhstani graduates of foreign universities.
In turn, Advisor to the CEO Daniel Cruysberghs said that the search and recruitment of the Fund’s personnel is guided by the principles of transparency and fairness.
«Transparency is visible in the fact that we post all vacancies on our official website, and thus we give the applicant an opportunity to apply to any of our vacancies. There are also placed the results of each contest. Thus, the public can observe that the fairness also met and vacant positions are occupied by the most worthy candidates who have successfully passed all 8 stages of our competitive selection process,» D. Cruysberghs said.
With the adoption of measures to enhance the transparency of the recruitment processes participation in competitions for employment has significantly increased in the Fund group. Thus, only in 2015, 982 job seekers applied for 19 vacancies and 211 of them were invited to the testing. 104 candidates successfully passed testing of professional knowledge, 65 people successfully passed the test for knowledge of languages, 62 candidates - aptitude tests, 42 applicants were interviewed and 19 people were recruited to the Fund. At present 13 vacancies are posted on the website resume.sk.kz, 10 of which from the commercial unit, 3 from corporate unit.
