Assembly of the First Wind Turbines Begins at Samruk-Kazyna’s Plant in Shu

At the joint plant of Samruk-Kazyna JSC and SANY Renewable Energy in Shu, launched in 2025 with the participation of the Head of State, production of the first sets of wind power equipment has begun. This is the first plant of its kind in Kazakhstan, established to develop local manufacturing of equipment for the renewable energy sector.

The plant is located in the Jibek Joly Special Economic Zone (SEZ) and specializes in the production of components for wind turbines.

The first batch of equipment will be supplied under a contract with Eni S.p.A., signed in February 2026. The equipment is intended for a hybrid power plant project in Zhanaozen, which is being implemented jointly by KazMunayGas JSC and Eni S.p.A.

Under the contract, the plant will manufacture and supply 10 wind turbine sets with a total capacity of 77 MW by mid-November 2026. As of August 10, 2026, three sets of nacelles and hubs — key wind turbine components — had been delivered to the plant. A further seven sets of components required for the subsequent assembly of complete wind turbines are expected to be delivered by the end of August.

At the same time, efforts are underway to attract new orders from international companies planning to implement wind energy projects in Kazakhstan.

The plant has an annual production capacity of up to 2 GW. It will manufacture nacelles, hubs and other key components for wind turbines.

“The project is the result of a partnership between Samruk-Kazyna JSC and SANY Renewable Energy, one of the world’s leading manufacturers of wind energy equipment. The project is establishing a new high-tech wind turbine manufacturing facility with an R&D centre, which will not only enable the production of key equipment components in Kazakhstan, but also help develop expertise in advanced wind energy technologies,” said Nurlan Zhakupov, Chairman of the Management Board of Samruk-Kazyna.

The launch of production will also create 300 permanent jobs in the Zhambyl Region. Tax revenues and other mandatory payments will be among the project’s significant economic benefits.

The plant will contribute to the development of local manufacturing of renewable energy equipment, the transfer of advanced technologies, and the establishment of Kazakhstan’s own manufacturing base for the implementation of wind energy projects.
