Samruk-Kazyna JSC to Have Discussed the Implementation of Priority Projects

Today, Almassadam Satkaliyev, the CEO of Samruk-Kazyna JSC, has had a meeting on the priority projects of the Fund, which are included in the National Action Plan for the implementation of the Message of the Head of State.
The heads of portfolio companies reported on the status of the implementation of priority projects. They discussed problematic issues. In particular, they heard progress reports of projects in the following areas.
Projects on providing water to the western regions - reconstruction of the Astrakhan-Mangyshlak main water pipeline and construction of a Seawater Desalination plant in the village of Kenderli. The CEO of the Fund noted the need to complete negotiations on financing the reconstruction project of the Astrakhan-Mangyshlak main water pipeline, as well as making a conceptual decision to cover the water shortage in Aktau and Zhanaozen with the construction of auxiliary infrastructure for a desalination plant in Kenderli.
Gas supply projects, including construction of the Makat-North Caucasus MGL looping, reconstruction of the Mangystau region gas transmission system, construction of gas infrastructure for the Almaty CHP, gasification of the Sarsha area and the Tyopliy Beach resort area, and construction of a gas processing plant on Kashagan. Almassadam Satkaliyev noted the need to accelerate the preparatory procedures for projects and transition to the investment phase of the projects implementation.
The management of JSC NC QazaqGaz was instructed to complete work with the Akimat of Almaty on the allocation of land plots for the construction of gas infrastructure for Almaty CHP-2 and CHP-3. Projects in the field of electric power industry, such as construction of a CCGT at the Almaty CHP-2, reconstruction of the Almaty CHP-3 on the basis of a CCGT with an increase in capacity, expansion of the CHP-1 with the construction of a CCGT, reconstruction of the cable networks of Almaty and Almaty region.
The Head of the Fund stressed the particular importance of timely implementation of these projects to cover the existing shortage of energy capacity, as well as to improve the environmental situation in Almaty.
In terms of the development of power generating capacities, a project for the construction of a combined-cycle power plant with a capacity of up to 1000 MW in the Turkestan region has been designated, the implementation of which is also carried out according to the plan. Thus, on July 15, the auction for the construction of generating units with a maneuverable generation mode located in the Turkestan region were held on the trading platform of KOREM JSC. PGU Turkestan LLP (a subsidiary of Samruk-Kazyna JSC) was determined as the winner of the auction. The construction of a power plant in the Turkestan region will reduce the shortage of electricity in the power system of the Republic of Kazakhstan, increase the reliability of the power system by introducing maneuverable capacities. The instructions of the Head of State, announced at an extended meeting of the Government on July 14, 2022 were considered as a separate block regarding projects on strengthening the electric grid of the Southern and Western zones of the unified energy system of the country.
On this issue, Kanysh Moldabayev, the CEO of KEGOC JSC, noted that construction and installation works on projects were carried out according to approved schedules without lagging and ahead of schedule for some types of work. The projects will be implemented on time. The project for the development of railway transport - modernization of the Dostyk-Moynty railway corridor. It was noted that the project is implemented in accordance with the approved deadlines. The implementation of this project will increase the speed of container trains from 834 to 1,500 km /day, as well as increase the capacity of the section by 5 times, from 12 to 60 pairs of trains per day. At the end of the meeting, the CEO of the Fund gave specific instructions on the timing, quality, timeliness of commissioning and achievement of the declared parameters of priority projects, warning about the personal responsibility of the CEOs for their implementation.
