A regular meeting of the Supreme Council for Reforms was held under the chairmanship of the Head of State. 

The event began with a discussion of the Concept of Financial Sector Development. Sir Suma Chakrabarti. the Deputy Chairman of the Supreme Council for Reforms and Madina Abylkasymova, the Chairwoman of the Agency for Development and Regulation of the Financial Market, spoke on this issue.

The President generally approved the approaches presented. At the same time, he focused on the prospects for the introduction and use of blockchain technologies and digital currencies of central banks. – This direction is not just a “futuristic” view of the future of financial systems, but ongoing projects. Many states have already started physical testing of their digital currencies. Ecosystems for their activities are developed and created.

We must be ready to adapt our institutions to new realities,” Kassym–Jomart Tokayev considers. At the same time, the Head of State focused on the tasks of countering financial pyramids. According to the statistics given in the speech, in the first five months of this year, such organizations have already seized the property of more than 17 thousand depositors in the amount of over KZT27 billion. – I consider it necessary to take into account, within the framework of the Concept of Financial Sector Development, measures aimed at early identification of organizations that have signs of financial pyramids, prompt response, strengthening of informing citizens about the signs of financial fraudsters, – the President instructed.

Kassym-Jomart Tokayev called the adoption of concrete measures for more active lending by banks to the real sector of the economy as another urgent task. He pointed out a number of problems in this area and instructed financial regulators to propose specific solutions. In addition, the Head of State called it an important task to redirect the instruments of the National Bank and the Government towards stimulating the flow of bank liquidity to support enterprises, especially small and medium-sized businesses. Much attention was paid during the meeting to the measures for the development of safe nuclear and hydrogen energy in the country.

Bolat Akchulakov, the Minister of Energy and Almassadam Satkaliyev, the CEO of Samruk-Kazyna JSC reported on the work in this direction. The President cited the IAEA data, according to which nuclear power accounts for about 10% of the world’s electricity generating capacity, which makes this sector the fourth largest source of electricity after coal (36.7%), gas (23.5%) and hydropower (16%). – Nuclear power produces more than a third of the total amount of low-carbon electricity, reducing annual CO2 emissions by about 2 billion tons, which is equivalent to emissions of 400 million cars.

At the same time, with regard to the future of nuclear energy, the share of uncertainty associated with various factors is quite high. However, it is obvious that in the conditions of the current energy crisis and the volatility of energy prices, the use of the “peaceful atom” is on the agenda of many governments.

Thus, against the background of geopolitical tensions, the International Energy Agency called on the countries of the European Union to postpone the closure of all nuclear power plants,” he said. Kassym-Jomart Tokayev noted that at the moment there are more than 440 nuclear reactors in 32 countries in the world and about 20 countries are considering the possibility of building nuclear power plants on their territory, among which, in addition to Kazakhstan, such countries as Chile, Indonesia, Algeria, the Philippines, Ethiopia, Senegal and others.

At the same time, the President considers it important to determine the shortlist of technology suppliers, where, in addition to price parameters, the emphasis should be placed on the reliability of technologies. In continuation of the topic, Kassym-Jomart Tokayev stressed the priority of improving educational and industrial competence. “In other words, we must ensure the training of future generations of qualified physicists, nuclear scientists, engineers and technical specialists, and create a completely new educational and production base,” the Head of State said. The President instructed to study Turkey’s experience in the construction of the Akkuyu NPP in detail.

The final item on the agenda was the issue of improving migration policy. The speaker on this topic was Tamara Duissenova, the Minister of Labor and Social Protection of the Population. Commenting on her speech, Kassym-Jomart Tokayev focused on the importance of attracting migrant workers who will create added value in terms of economic development and intellectual potential of our nation.
