The government session chaired by PM Askar Mamin considered issues of the energy industry development in Kazakhstan.
Minister of Energy Magzum Mirzagaliyev, Samruk-Kazyna CEO Almassadam Satkaliyev, Akims of Nur-Sultan Altay Kulginov, Zhambyl region — Berdibek Saparbayev, Karaganda region — Zhenis Kassymbek presented their reports.
Samruk-Kazyna CEO Almassadam Satkaliyev noted that consumption growth in the country in 2021 averaged 6.9%, including 10.9% in the Southern zone. It is necessary to construct by 2035 about 12 GW of generating capacity, including new atomic, gas, coal, and RES, to meet the growing demands.
The Fund has started to implement priority projects to cover the expanding needs of the country's economy in electricity:
- modernization of the Almaty energy complex (CHP - 1,2,3), including replacing coal with gas at CHP - 2 and CHP - 3 (the total installed capacity will increase by 470 MW)
- construction of a 1000 MW CCGT unit in the Turkestan region
- restoration of power unit No. 1 at Ekibastuz GRES-1
- the construction of power unit No. 3 at Ekibastuz GRES-2
Samruk-Kazyna also plans to implement projects jointly with foreign investors in renewable energy sources: the construction of 2 GW SPP, 2 GW WPP, and 1 GW CCGT with ADQ and 1 GW WPP with Total Eren.
Almassadam Satkaliyev drew attention to the need to build primary power sources, considering reducing the carbon footprint. In the first stage, the nuclear power plant can be located in Ulken village, Almaty region. In subsequent years, it is proposed to consider building a nuclear power plant in the east in Kurchatov and the west at the MAEK site in Aktau.
Samruk-Kazyna's CEO informed about plans to develop the oil and gas industry and the modernization of Kazakhstan's power grids.
The Prime Minister instructed to accept the updated Concept for developing the fuel and energy complex until 2030 by the end of 2021 and until April 1, 2022, to ensure the development of a comprehensive solution on gas supply to the northern, eastern regions of the country. The Head of Government was instructed to develop mechanisms for financing the modernization and construction of new power plants, ensure the implementation of oil and gas chemistry projects, and intensify work on the development of green energy.
