Purchasing state asset or enterprise from the structure of SWF «Samruk-Kazyna» can be done without going offline.
This year the government of the RK has started the new wave of privatization of the enterprises in state property or property of national companies. Privatization program is scheduled for three years and will be implemented from 2014 to 2016. In this period, the state (directly or indirectly) should leave those sectors, where there is opportunity for private business growth, which is restraint by the state companies.
Total number of enterprises, which should be transferred to the market over this period, is 500 (466 assets of communal property, 34 — of republican property). 174 more enterprises are privatized by social entrepreneurial corporations, 162 — by national management holdings, national holdings and national companies.
Most interesting part of the privatization pie is represented by the «Samruk-Kazyna» group: the fund sells partially or in full their shares in 106 companies, working in the real sector of the economy — starting with carriages-repair enterprises to research institutes. Furthermore, the fund is different from its privatization colleagues in two important aspects – privatization of some companies of «Samruk-Kazyna» is planned for later term — until 2020, and 5 companies will be listed on stock exchange, including the widely known program of «People’s IPO».
«Samruk-Kazyna» declared the following main principles of privatization: transparency (application and bidding is done online on the website gosreestr.kz, commissions are organized by the fund for assets sale with independent experts among the members), legality (assets are subject to due diligence and should be free of encumbrance, as well as demands of third parties) and economic viability (the assets will be sold only with maximum benefit for the fund).
Current privatization is peculiar not only in the way that the data on privatized assets are rather transparent and available online. You can even take part in bidding for privatized assets almost without absence from your workplace. You should use the electronic digital signature obtained in the Center for population services (EDS; both natural persons and legal entities can take part in bidding), using which you should register on the gosreestr.kz. You will also need to open bank account or obtain a bank card.
After that, the candidate can choose assets from the register, which are most interesting, then fills the electronic application, pays the guarantee payment (15%), signs with EDS and sends the document for consideration. It is important to remember that those applications that are filed later than 24 hours prior to start of the bidding will not be considered.
Upon acceptance of the application, the system will notify the candidate about participation in e-auction, e-bidding, Another form – the two-stage bidding – is used, if the requirements of privatization are such that the candidate should fulfil certain qualification requirement.
After the auction or bidding is closed, the parties sign the purchase and sale agreement, the execution of which is monitored by the «Samruk-Kazyna contract». As of now 100 assets were sold for 7,37 billion tenge; including the nine assets of «Samruk-Kazyna» for 1,95 billion tenge. For 103 assets scheduled for privatization this year, the bidding was not concluded yet. 15 companies from the structure of SWF are expecting the identification of new owner.
