Samruk-Kazyna and Oman Investment Authority Sign Heads of Terms Agreement on investment cooperation

The agreement is expected to facilitate capital inflows, support the implementation of joint projects, and strengthen economic ties between Kazakhstan and Oman.

Samruk-Kazyna JSC and the Sovereign Wealth Fund of Oman, the Oman Investment Authority, signed the Heads of Terms, which formalise the parties’ intention to develop investment cooperation. The parties plan to invest in existing companies and projects in Kazakhstan and Oman across key sectors of the economy.

The agreement also envisages cooperation through a joint investment platform, the establishment of a joint venture, an investment fund, or other forms of partnership.

The document was signed by Nurlan Zhakupov, Chairman of the Management Board of Samruk-Kazyna JSC, and Abdulsalam bin Mohammed Al Murshidi, President of the Oman Investment Authority. The signing ceremony took place in the presence of the Prime Minister of the Republic of Kazakhstan and His Highness Sayyid Theyazin bin Haitham Al Said, Crown Prince of Oman.

“This step opens broad opportunities for deepening bilateral investment cooperation. We intend to jointly invest in promising projects and existing companies, primarily in Kazakhstan and Oman, across key sectors such as industry, healthcare, energy, consumer sector, logistics, and mining, as well as other strategic areas of mutual interest,” said Nurlan Zhakupov, Chairman of the Management Board of Samruk-Kazyna JSC.

H.E. Abdulsalam bin Mohammed Al Murshidi, President of Oman Investment Authority, described the agreement as a strategic step within OIA’s approach to building high-quality partnerships with sovereign wealth funds and global investment institutions. He noted that this agreement establishes OIA’s 11th strategic partnership with its counterparts, reinforcing its role as an enabler of Oman’s economic diplomacy, strengthening its international presence, and expanding opportunities for joint investment.

Samruk-Kazyna JSC is Kazakhstan’s sovereign wealth fund, managing assets in key sectors of the economy worth over $88 billion (ranking 21st globally by total assets).

Oman Investment Authority is the sovereign wealth fund of the Sultanate of Oman, managing assets worth over $50 billion.
