234 Offtake Contracts in a Year: How Samruk-Kazyna Supports the Development of Mechanical Engineering

As part of the 13th Forum of Machine Builders of Kazakhstan, a panel session was held focusing on the development of in-country value within Samruk-Kazyna’s procurement system.

The session brought together representatives of leading enterprises and industry experts to exchange best practices and discuss current issues.

The Fund actively supports domestic manufacturers, and its procurement system is designed to foster the development of local production. Offtake contracts remain a key instrument in this effort.

“Last year, 234 offtake contracts were concluded in the mechanical engineering sector, totaling KZT 254 billion, which is 2.2 times higher than in 2024,” said Azamat Sembay, Director of the Procurement Methodology, Control and Monitoring Department at Samruk-Kazyna.

He also noted that a pool of around 3,000 product items has been formed in the mechanical engineering sector, with a total value of KZT 212.5 billion, aimed at expanding domestic production and reducing dependence on imports.

As part of the forum, an offtake contract and a memorandum of intent were signed between the Fund’s portfolio companies and domestic manufacturers of mechanical engineering products.

To date, Samruk-Kazyna’s procurement system includes comprehensive support measures aimed at developing local production.
