During the meeting, the parties discussed the implementation of a joint investment project for the construction of wind farms in Pavlodar region with a capacity of 1 GW. The project is aimed at development of renewable energy in Kazakhstan and corresponds to the strategic priorities of the Fund in the field of decarbonization and sustainable development of the energy sector. Commissioning is scheduled for Q2 2029.

The project is gradually moving towards practical implementation. In 2025, a number of important steps were taken: an agreement for the integrated development of the project was signed, including design and survey work and preparation of project documentation; installation of wind measuring masts was completed, which allowed key data to be obtained for further design; a power distribution scheme was agreed with the energy system operator KEGOC JSC, which became an important stage in the integration of the future plant into the country's energy system.

The project is implemented within the framework of an intergovernmental agreement between Kazakhstan and China.

The next key step will be the upcoming signing of an Investment Agreement with participation of the Ministry of Energy of Kazakhstan.

Nurlan Zhakupov noted that the partnership with SPIC, one of the world leaders in the energy sector, allows attracting advanced technologies and international experience for the development of “green” generation in Kazakhstan.
