Nurlan Zhakupov, Chairman of the Management Board of Samruk-Kazyna JSC, spoke at the AFD plenary session dedicated to infrastructure investment in emerging markets.

In his speech, he presented the portfolio of strategic projects of the Fund and underlined the role of Samruk-Kazyna as a key driver in attracting foreign investment to Kazakhstan.

Today, the Fund, which ranks among the top 25 SWFIs, manages assets amounting to more than USD82 billion. The portfolio includes more than 130 infrastructure projects with a total value of over USD100 billion.

Key areas:

- Energy – RES projects with a capacity of 5 GW (partners: TotalEnergies, Masdar, CNPC, etc.), localization of the production of wind power components in Zhambyl region (Sany Renewable Energy).

- Oil and gas – Polyethylene Production Plant (Tecnicas Reunidas, Sinopec), Gas Separation Complex (Tecnimont), expansion of PetroKazakhstan Oil Products Refinery (CNPC), expansion of Caspi Bitum plant (CITIC Group), two gas processing plants in Kashagan and two 2 000 km long gas pipelines (Power International Holding).

- Transportation and logistics – dry ports in Khorgos and Xi’an, a logistics hub in Lianyungang, the seaports of Kuryk and Aktau, container hub in Aktau (with the port of Lianyungang), Zhetysu logistics complex in Almaty, construction of the second Dostyk–Moiynty railway line, Bakhty–Ayagoz railway line (China Harbour Engineering).

- Digital infrastructure – subsea fiber-optic cable across the Caspian Sea (Azertelecom).

Nurlan Zhakupov emphasized that Samruk-Kazyna Fund develops projects which are important not only for Kazakhstan, but also for the region as a whole.

“We are open to enhancing international cooperation and ready to create new opportunities for the sustainable development of the economy of Kazakhstan”, - he noted.
